how do you mean that exactly?
When the scene is loaded you can use the normal addplugin/addhotspots actions to add elements.
Or do you mean 'not loaded scenes'?
In this case the xml code of the scene itself would need to be modified (can be done via the scene[name].content variable).Best regards,

No, when loading a new scene, then just that scene[name].content xml will be loaded.
